Description

Responsible for the development, implementation, administration and maintenance of all Domestic Employee Human Resource and Payroll Functions. Requires knowledge of and compliance with all local, state and federal payroll functions, IRS regulation, ERISA, TEFRA, EGGTRA, and ongoing Pension reform.

Main tasks and responsibilities:
Manage all human resource programs and supervise the human resource department.
Develop and implement effective human resource programs to meet the needs of the corporation and the Site, and evaluate on an ongoing basis for effectiveness and appropriateness.
Provide advice and counsel to all levels of management on handling human resource matters.
Develop, recommend and implement Human Resource programs and policies.
Manage Company Recruitment programs so as to source qualified candidates using best technology, and developing relationships with best Universities and Colleges.
Administer the job evaluation program for the corporation. Recommend changes based on market trends and analysis.
Provide overall development administration and guidance for the corporate salary administration program, and incentive plans within IRS regulations.
Develop employee training programs based on business needs. The HR Manager develops a strategic succession plan based on current and future business strategy.
Develop and maintain HRIS programs to meet Company needs which can grow and become useful on a global network and integrate with current web technology available.
Develop meaningful corporate performance evaluation programs that incent and also manage performance Recommend and control the Human Resources annual budget utilizing competency models.
Develop and monitor corporate contributions program.
Administer internal promotions program.
Manage and administer service award program.
Maintain compliance with all state and federal labor laws and regulations.
Provide contract or temporary employees as needed.
Administer tuition refund program.
Administer Corporate Retirement Program, Secretary of the Retirement Investment Committee.

Education and Professional Experience:
15+ years of progressive Human Resource experience. Degree in Organizational Management, Human Resources or Psychology.

Guidance received:
Incumbent operates with minimal guidance. Most decisions are made within the framework of very general guidelines. Decisions on the implementation of policies are primarily left to the incumbent. Major decisions on personnel problems will be discussed with the CEO and Unit Managing Director before implementation
Guidance provided:
The incumbent deals with all levels of personnel within the corporation. Incumbent is involved with the identification of problem areas, the analysis of personnel situations, identification of solutions or alternatives and the implementation of the solution. The incumbent advises all levels of management of the corporation on Human Resource matters. The incumbent is responsible for developing recommendations and interpreting corporate policies. The incumbent is also responsible for providing guidance on various government regulations and laws affecting Human Resources.

Additional Information:
Incumbent deals with major and minor problems and programs affecting the corporation’s employees. The incumbent operates in a very visible manner with a high degree of pressure due to the nature of the work and the completion of work in a timely manner.
