the Manager, Benefits & Compensation is primarily responsible for oversight of benefits administration including compliance, benefits selection, implementation and management

The benefits administration oversight and management includes evaluation, implementation and administration of benefit plans. This includes, but is not limited to; health, dental, vision, life, STD/LTD, FSA, 401(k) retirement plan administration and any other benefits offered. Working with the SVP, Human Resources, this also includes benefit plan compliance activities in a complex, multiple company environment.

The payroll component includes managing the reporting and HRIS component of payroll including new center payroll, HRIS and benefit system implementation. This person is also ultimately responsible for various compensation analyses and data.

Must possess a high degree of analytical skills, creative thinking and knowledge of industry trends to attract and retain talent from an overall compensation perspective

This position requires a high degree of organization, prioritization, professional communications and attention to detail. The individual must have the ability to make recommendations to by using judgment that is consistent with standards, practices, policies, procedures, as well as state and federal employment, IRS, DOL and ERISA laws. Additionally, this role requires high-level analytical skills to resolve issues, handle reporting requirements and analyze information. The ability to work well under pressure with priorities constantly changing is required.

Management of Direct Reports:
Supervises Payroll & Benefits Specialists and other members of HR as assigned.
Develop direct reports and make recommendations to SVP, HR on departmental resource management.
Conduct performance evaluations and provide supervisory support and guidance to direct reports.
Train and mentor direct reports in Human Resources, with assistance from other HR team members as needed.

Benefits and Compensation Oversight :
Maintain a working relationship with Administrators and managers regarding day-to-day implementation of compensation and benefits areas as well as projects that support our organization and delivered HR services.
Payroll/Reporting/Compensation Management:
Key contact and manager of compensation analyses utilizing outside research in support with the ability to use the data in support of business objectives and budgeting.
Responsible for all reporting including census reports and other analyses to support benefits and compensation areas.
Participate in and assist Finance with reports for the annual budgeting process.
Employee Benefits & Retirement Plan Management:
Responsible for numerous activities from a regulatory compliance perspective in supporting benefits strategy. These responsibilities include managing benefits in a complex affiliated service group environment, working with legal counsel to ensure compliance with oversight from SVP, Human Resources.
Coordinate and assist centers in benefit renewals and open enrollments, including health and ancillary plans.
Handle employee benefit questions and benefit open enrollments.
Ensure that all enrollment updates and changes with appropriate insurance vendors are completed timely by HR department team members.
Oversee the processing, tracking and delivery of COBRA notices utilizing outside vendor.
Working with Director, Human Resources, oversee and administer 401(k) plan, including quarterly enrollments and required follow up with centers.
Manage entire 401(k) annual audit and testing process, including project planning and preparation of the annual 401(k) census report.
Coordinate all 401(k) compliance activities and required distribution of retirement plan notices.
Manage annual 401(k) audit process working with outside auditors, including all information requests.
Coordinate all 401(k) issues with outside third-party administrator and recordkeeper to resolve issues that arise.
Participate in management of LOA/FMLA/ADA process, in conjunction with Director, Human Resources and other HR members.
Oversees and coordinates completion of annual ACA reporting requirements.

Responsible for staying abreast of federal, state and local regulations that impact and make recommendations to the SVP, Human Resources on regulatory compliance.
Work with outside legal counsel for recommendation on benefits strategy within the organizational structure. Implement initiatives to support the strategy and compliance requirements.
Manage all applicable benefits plan documents, including renewals and revisions. Handle all required employee notices and communications.
Perform data collection and oversee various compliance requirements such as Section 125, Cafeteria Plan & Flexible Spending non-discrimination testing.
Prepare and gather data for annual 5500 reports with outside third parties for health & welfare and 401(k).
Track data and file the annual EEO-1 report.

Oversee implementation of acquisitions for payroll and benefits related matters for each new center, including but not limited to:
System set up with the payroll provider.
Set up Workers Compensation policies for new centers.
Research state and local tax requirements and submission of required documents.
Administrator training on benefits and payroll processes.
Working with Director, Human Resources, on facilitation of new hire benefits orientations at centers.
Assist SVP, HR in tracking implementation project checklists and tasks as assigned.
For acquisitions, perform benefits analyses and conduct compliance and due diligence review for new acquisition targets. Makes recommendations on areas related to compensation, benefits and retirement plans.
Maintain payroll system records and compiles reports from database.
Oversee new hire benefits orientations for new employees.
Participate in developing department goals, objectives, and technological systems.
Assist SVP, HR with various research projects and/or special projects.
Recommend improvements to HR processes from an efficiency standpoint. Document and revise process documents as needed to aid in the training of other HR team members.
Perform other related duties as required and assigned.

Ability to build relationships at all levels as a leader in the organization and work collaboratively within the management and HR teams.
Ability to plan, implement and manage complex projects from start to finish.
Must possess a high level of confidentiality, diplomacy and tact.
Thorough knowledge of employment and benefits laws and practices and the ability to research state, local and federal laws, as needed.
Effective oral and written communication.
Strong computer skills including payroll (preferably ADP Workforce Now), HRIS systems and spreadsheet management.
Must have an expert ability to analyze data and run reports in HRIS. Proficient ability to use Excel is a must.
Excellent organizational skills and high-level of attention to detail.

Bachelor’s degree and a minimum of 7 years of employee benefits management experience.
Comprehensive benefits administration background required, including health and welfare and 401(k) plan administration experience including analysis of data, legal compliance and annual reporting requirements. Experience in a complex, multiple organization preferred.
Must have direct experience with payroll administration, HR systems and technology experience. Experience with payroll implementations, particularly in a growth organization is a plus.
HR or benefits related certification preferred (i.e. PHR/SPHR, SHRM-CP/SHRM-SCP, CEBS)
